Dr Bal Kama leads Kamana Legal and Advisory with a reputation for calm judgment, rigorous analysis, and an innate ability to translate complex legal challenges into clear, defensible strategies and actionable next steps.
Bal combines senior legal practice with deep scholarly depth to serve clients across Australia and the Pacific. He maintains a distinct, dual-pillar professional practice:

Legal Practice: Delivering precise, technical legal services for matters of law.

Strategic Advisory: Providing high-level technical support and advisory on governance, policy, and development.
His work across the region has included overseeing strategic litigation as a Managing Lawyer at a leading Australian public interest law firm; advising Tuvalu on world-first, climate-resilient constitutional reforms addressing statehood; and serving as a Senior Legal Expert in Papua New Guinea.
Bal was a law academic at the Australian National University and the University of Canberra before entering legal practice. He has published widely on legal, governance, and development matters, including his book, Rethinking Judicial Power in Papua New Guinea: A Mandate for Activism in a Transformative Constitution (2024). He holds a PhD (Law), LLB (Hons) and BA (International Relations and Politics).
