Bal work spans constitutional and governance reform across the Pacific, including advising Tuvalu on world-first climate-resilient constitutional reforms on statehood, serving as a Senior Legal Adviser on law reform in Papua New Guinea, and leading strategic litigation as a Managing Lawyer at a leading Australian public interest law firm.
Bal also has an active record of high-level research, publications and commentaries in law, public affairs and regional governance issues. Bal was an Adjunct Assistant Professor at the University of Canberra, and an academic at both the Australian National University and the University of Canberra.
